Cook the quinoa. Put the quinoa and water in a medium saucepan. Bring to a boil, then simmer uncovered until all water is absorbed, about 15 minutes. Remove from heat, and let rest for at least 5 minutes
In a large serving bowl, combine chickpeas, cucumber, bell pepper, onion, and parsley.
In a small bowl, combine the olive oil, lemon juice, vinegar, garlic, salt. and black pepper. Whisk until blended.
Once quinoa is cool, add to the serving bowl with the chickpeas. Stir to combine. Drizzle dressing on top, and mix to combine.
